On one hand, opponents of technology argue that it provides new tools for criminals. Cybercrimes have become increasingly common, particularly in developing countries where digital literacy is limited. Criminals often exploit social media platforms and e-commerce sites to conduct scams, hack into bank accounts, or spread false information. In Ho Chi Minh City, for example, traffic violations are automatically recorded and fines are sent electronically to offenders. This has not only reduced the workload for traffic police but also led to a decrease in reckless driving and road accidents. Additionally, mobile apps and emergency hotlines allow citizens to report crimes instantly, creating a more connected and responsive security environment.
In conclusion, although technology has introduced new forms of criminal activity, its benefits in preventing and solving crimes far outweigh the risks. With the right regulations and public awareness, technology can continue to play a vital role in building a safer and more transparent society.

Gần đây, sự phát triển nhanh chóng của công nghệ đã có ảnh hưởng đáng kể đến an toàn cộng đồng. Trong khi một số người cho rằng các tiến bộ công nghệ tạo ra những hình thức tội phạm mới, những người khác lại cho rằng những đổi mới này tăng cường nỗ lực thực thi pháp luật. Theo quan điểm của tôi, mặc dù công nghệ đã tạo ra cơ hội cho một số loại tội phạm, nhưng nhìn chung nó đã giúp xã hội an toàn hơn.
Một mặt, những người phản đối công nghệ lập luận rằng nó cung cấp công cụ mới cho tội phạm. Tội phạm mạng ngày càng trở nên phổ biến, đặc biệt là ở các quốc gia đang phát triển, nơi mà trình độ hiểu biết kỹ thuật số còn hạn chế. Tội phạm thường lợi dụng các nền tảng mạng xã hội và các trang thương mại điện tử để thực hiện các vụ lừa đảo, xâm nhập vào tài khoản ngân hàng hoặc phát tán thông tin sai lệch. Ví dụ, tại Việt Nam, đã có nhiều báo cáo về các vụ lừa đảo liên quan đến cửa hàng trực tuyến giả, nơi người dùng đã bị lừa thanh toán cho hàng hóa mà họ không bao giờ nhận được. Thêm vào đó, sự phát triển của tiền mã hóa đã khiến cho chính quyền khó truy vết các giao dịch tài chính, tạo điều kiện cho giao dịch phi pháp và hoạt động rửa tiền.
Mặt khác, công nghệ hiện đại đã hỗ trợ đáng kể cho lực lượng cảnh sát và an ninh. Hệ thống giám sát tại nơi công cộng, bao gồm camera thông minh có tích hợp nhận dạng khuôn mặt, giúp ngăn chặn tội phạm tiềm ẩn và nhanh chóng nhận diện nghi phạm. Ở TP. Hồ Chí Minh, ví dụ, các hành vi vi phạm giao thông được ghi lại tự động và biên lai phạt được gửi điện tử đến người vi phạm. Điều này không chỉ giảm khối lượng công việc cho cảnh sát giao thông mà còn giảm tình trạng lái xe nguy hiểm và tai nạn giao thông. Ngoài ra, các ứng dụng di động và đường dây nóng khẩn cấp cho phép người dân báo cáo tội phạm ngay lập tức, tạo ra một môi trường an ninh kết nối và phản ứng nhanh.
Tóm lại, mặc dù công nghệ đã mang lại những hình thức tội phạm mới, nhưng lợi ích của nó trong việc ngăn chặn và giải quyết tội phạm vượt xa rủi ro.
